You might have better luck with this question in History, but I can help you out! I'd feed comfortable going with (C) that it brought the US into the conflict in a non-combat role. In this case, the US was acting as a "neutral" supplier to countries such as Britain and the Soviet Union without actually declaring war on Nazi Germany. I say neutral in quotes because Roosevelt wanted the US to do more than provide supplies and materials to their allies, but at the time, strong isolationist sentiment within Congress and the rest of the country prevented him and other sympathetic voices from doing more.
