I'm in a situation where I'd be able to write it in snatches, but I go to public school, which takes up most of my time.

Develop your interests and write what you're interested in. There are a lot of things to write about.

Just write when you feel like it, don't feel like you have to, just write for fun, because that is when you will get your best writing.

You should because you thought about it. You would only beat yourself up mentally if you had not wrote any stories at all.
