Just clear out that denominator by multiplying everything by 5. That should make it look quite a bit nicer :)
\[y = -\frac{ 2 }{ 5 }x - 3\]
Turns into:
\[5y = -2x - 15\]
Then just swap that x to the other side, and you'll see one of your multiple choice answers!
