is it true that If you have a device that has an energy efficiency of 0.4 and you put in 100 units of energy, you will get 4 units of useful energy out of it?

An efficiency of 0.4 could mean 40%, so you would get 40 units of useful energy. (Or it could mean 0.4% which means you would get 0.4 units of useful energy, but it's probably the first version.)
