Whenever we want to say "there is" or "there are," we say "hay." For example.... Hay tres casas -- There are three houses. Hay una ventana -- There is a window. Hay una silla -- There is a chair. ~~~~~~~ So, we're trying to say, "There is a laptop." And it's a statement, not a question. You can figure this out, right?
