when u subtract the lowest and the highest data u get the interval u can write range as 3-21 inclusive and 5-20 inclusive no need to subtract

Do you know what they are asking for when they say "Use your results to compare the scores of the students from the two high schools" ???
it may ask u to compare mean but there can be other measures too..
compare the mean- as to the difference? who scored higher, etc?
