Newton's Third Law.  For every action there is an equal and opposite reaction.  The magnet pulls the helmet but because the magnet is attached to the helmet the helmet it pulling on the magnet with the same  strength of force but opposite direction.  This is the same reason a fan mounted on a sail boat does not move.
