First notice that there is no common factor in all three terms. Look at the first term: 4x^2. Is this the square of something? Look at last term: 49. Is this the square of something?

consider it 4x^2-28x+49 in this way (2x)^2 -2(7x)(2) +(7)^2 it becomes (2x-7)^2
