I really need some help! :( ALgebra slope and graphing

just draw the lines represented by 3x - 2y = 7 and 9x - 6y = 3 The numberof solutions is given by the number of points at which these two lines intersect. In other words, by the number of points these 2 lines have in common. If u draw the lines, you wil see that they have no points in common. therefore, the number of solutions is 0

I'm trying to undertand.. But aren't you supposed to right in y intercept to be able to graph? Every time I do I get weird numbers and it gave me a solution so I do not understand how it is zero..
