Similar means that the ratio of the lengths of the sides are the same on each of the polygons. So the ratio of 6 to 3 is half and thus the ratio of 59 to x is half so x=29.5

My gut instinct is to say SSS because only that one would fit from the oens you have listed in my view. SSS would work because you can take the 21+3.5 and make it one side and then use the 5 and the 30 for the other two sides to fill the theorem for SSS
