No, I do not think that mental institutions necessarily always can rehabilitate criminals. For example, if there is a criminal convicted of sexual assault, and he has at least a 5 year term. Once his term is over, and he is free, his mental state may not be okay, and for this reason he could commit a similar crime.

That is a very interesting question, my oh my. I think that it is most definitely a possibility, with the right tools, and therapy could change a person and their perspective. But it would never be 100% certain that they would not go off doing another stupid thing. Some people are just messed up, and no amount of therapy could fix that. But people of lesser crimes could most certainly be rehabilitated.

See I'm having a debate tommorow or later about this and I habe to choose if the killer in a story should be in a mental institution or jail. So I was assigned to do mental institution
