Definition of a function is that y can only have 1 value for a given value of x. Look at the values in the first problem: do you have any repeated values of x, with different values of y? If so, it is not a function. Look at the second problem: are there any repeated values of x, with different values of y? If so, it is not a function.
Another way of thinking about this: if you would have to draw a perfectly vertical straight line to connect two points on the graph, it is not a function.
