For example
if a ball is in motion and you sligtly touch it with a finger then it slows down before it stops.
So ya finger made the retarding force :|

in spiderman 2.. doctor octavius kills the driver and makes the train go full speed.. its then the spiderman who uses his legs, then his web to slow the train down.. thus spiderman put the retarding force :D
