Under the Articles of Confederation the federal government couldn't tax states, states could tax their own citizens and print their own money. States could declare war on entire nations by themselves with "congressional consent" though this meant basically just loosely asking and doing it no matter what they said, since the federal government couldn't stop them anyway. This made for a very weak and unstable central government.
