The Elastic Clause, also known as the Necessary and Proper Claus gives the federal government powers that are not explicitly stated in the Constitution. It was a way of them understanding that they could not forsee everything that could occur in the shifting and changing democracy. The Constitution was drafted in response to the failing Articles of the Confederation. In this way the drafters tried to allow more liberty to change and shift laws, etc.. To fit the circumstances and provide for the common good.
