I actually think Megatron is wrong, i'm pretty sure it's the Geneva Convention. The Geneva Convention is a doctrine that basically states the rules all nations worldwide should follow when conducting war. It specifically states to treat non-hostiles such as civilians and prisoners of war humanely.
