It's the second one: 1.6 x 10^(-3) you would divide 4 by 2.5 and you would divide 10^5 by 10^8. Dividing 4 by 2.5 yields 1.6 and since that number is between 1 and 10, we don't have to adjust the decimal point. When dividing 10^5 by 10^8, you just subtract the exponents.

i have one question though in equations you always add the exponents when its like this?:(4.1 x 10^5)(2 x 10^7) so it would be 8.2x10^12 ?

You still subtract the exponents because it is still division. If you were multiplying, then you would add exponents.
