well the first inequality has a y-int of +3 so you would plot that on the graph and then the slop is 4(4/1) so you would go up 4 right 1 from the point or down 4 left one from that point then it is a < so it is a dotted like and so you shade below it because it is less than then you do the same steps for the next one, on the same graph
