The system will be consistent if it has a solution. The only time it won't have a solution is when the lines are parallel (and hence never cross), which occurs when the gradients of the lines are the same but their constant values are different. So to check that the system is consistent just check the above criteria, if the criteria is met then the system is inconsistent, otherwise it is consistent.
