If a formal, emotionally undetached letter is to be written use, 'To' To whomever this may concern, But the problem is, you're not telling us what you want to write. What's the subject of this essay. You need a subject to actually write about it.

"To whom it may concern" is always followed by a colon :)

You need to have a goal in mind. That is, for you to know what is the reason you are writing editor for. Again - PURPOSE. You cannot just start without knowing what is the ending or the end result you want to achieve.
