I think it is 20 but I am not sure how to do it

a ratio is a division, you divide 28 by 48, and that is called simplyfying
you are looking for common factors
example
44/22=2.2.11/2.11=2

example factoring 58, first i see it's even ,so i can divide by 2, i get 58=2*29, but 29 has no divisors(other than 29 and 1) so i am done, 58=2*29
