Pearl Harbor affected US entry into the Pacific Theater in WW2, not WW1. Roosevelt was President by then. Wilson was Prez in WW1 and he couldn't keep the US out of the war after Germany went back to unrestricted submarine warfare and the Zimmerman telegram was uncovered. At that point, Wilson decided to bring the US into the war because of Germany's provocations.
