I'd go with that, too. It's part of the Federal Reserve Board's job description to set monetary policy such as interest rates. If you've heard the name Bernanke on television talking about that and why the markets swoon or jump based on what he says, that's a large reason why. The Treasury Department advises, the Commerce Department largely focuses on policies affecting businesses, and the SEC is focused on protecting investors.
