I'd go with (4) on this one. Japan was one of the victors in WW1 and a member of the Allies. Afterwards, the Japanese military literally became the government behind the government. Public officials were at the mercy of those favored by the military establishment who ran rampant in the next few decades promoting Japanese nationalism and eventually waging an undeclared war in China for years before Pearl Harbor.
