Enlightenment philosophers Locke and Hobbes both believed in a social contract between people and government. How is this different from more traditional forms of government at that time, like the British monarchy? Citizens in a monarchy had no way to speak to the government. The monarchy believed that people had to obey government. The monarchy had their own social contract with citizens. Citizens in a monarchy were not interested in contracts.
