Well, Roosevelt was President and the cartoon shows him digging the canal by himself, throwing dirt on Bogota while he plows through Panama. Knowing that, what do you think it means? How would you feel if you were Bogota in the picture having dirt thrown on you?

i guess its saying that they werent cared about and they didnt care what they thought they were going to go throught them or somthing idk. thanks!
