well torque is easy

we need to find the perp force of that force on it which is a component of that force
so if you look t's the sin of that angle
so now you have \[\tau=fRsin(\theta)=2*3*sin(30)\]
you're given velocity so you can find angular velocity
now you need to find the moment of inertia for hte object... you can perhaps find this using torque equation
