\[V=IR=>I=\frac{V}{R}\]Looking at those equations (as @Shadowys said) you should see that current is inversely related to resistance. Power should be considered more of a result of the current and voltage: \[P=IV\]

The power rating is how much heat the resistor can dissipate without melting, burning or otherwise wrecking itself.
