D. because that problem pretty much means (3x+7y)*(3x+7y) you multiply the to 3x first to get 9x^2 then you multiply 3x times 7y to get 21xy then 7x gets multiplied by 3x to get another 21xy then 7y gets * 7x to get 21y^2 last add like terms meaning 21xy+21xy and you get 42xy
