This must be something specific to the book you are reading. I'm not finding that Franklin was a major player in the FI war. Going off of what I know about the colonies though - maybe is probably the right answer. If a particular colony thought that doing something was in their own interest they would probably act. If not - no. For instance the Governor of Virginia would have lost land to the French so he sent in troops including G Washington.
