I think that was Hitler when he proposed to invade France.

Right nation (France) but it wasn't Hitler. It was actually ol' Joe Stalin of the USSR. The reason why he wanted an invasion by way of the English Channel (which would eventually become the Invasion of Normandy) and kept pushing for something to happen in the West at all was to take some of the pressure off of his own forces in the East fighting the Nazis. He wanted the other Allies to join in as quickly as possible to split Hitler's forces and push him into a much larger war on two fronts.
