to graph x <= 4 step 1) plot the point x = 4 on the number line step 2) make a closed circle at x = 4 step 3) shade to the left of this closed circle to completely graph x <= 4

you use a closed circle because of the "or equal to" part in the inequality sign and you shade to the left because you have a "less than" in your inequality sign
