Well, you know that this happens: \[\frac{ 3 }{ 20 } = \frac{ 3 }{ 10 }*\frac{ 1 }{ 2 }\] Right? So basically you know that this is also true: \[\frac{ 3 }{ 10 } = 30\%\] So then you get this: \[30\% * \frac{ 1 }{ 2 } = 30\% *.5 = 30\% / 2 = 15\%\] So we arrive at: 3/20 = 15%.
