In general, the answer to the question "what percentage is a of b" has the simple answer of (a/b)*100. if you are allowed to use the calculator, this is easy. if not, then your teacher/professor is mean.

well a is 9.89 and b is 59.99 in your first case. So you divide a by b: 9.89/59.99. Then you multply your result by 100 and toss in the percent sign at the end.
