y=mx+b where m is the slope so when m=0 the equation becomes y=b which is parrallel to x axis

because if the slope is 0 then for eg. an equation would be y=0x+6 --->y=6 So for every x value, y will always equal 6. So if you draw that. The line will be parallel to the x axis
