A bomb can only stop if we put a 4 galon jug on the scale We only have an empty 5 and 3 water jug and a fountain

8 min left

Ok, First fillup the 5 gallon jug from the fountain, pour the 5 gallon jug to 3 gallon jug, then 2 gallon left in 5 gallon jug, remove water in 3 gallon jug and pour the 2 gallon of water to 3gallon jug from 5 gallon jug, again fill up the 5 gallon jug, pour the 3 gallon jug until it is filled completely from the 5 gallon jug. 4 gallon is left in the 5 gallon jug

as you said First fillup the 5 gallon jug from the fountain, pour the 5 gallon jug to 3 gallon jug, then 2 gallon left in 5 gallon jug, remove water in 3 gallon jug and pour the 2 gallon of water to 3 gallon jug from 5 gallon jug, i add from here fill the 5g jug then pour into the 3g,it becomes 2+1=3 4 g left in 5g jar

empty the three jug , , now fill the three jug again and pour in the five jug, now you are left with 1 gallon in the three jug
now empty the five jug, pour the 3 jug contents into the five jug , so now there is 1 gallon of water in the five jug. then fill the 3 jug and pour it in the five jug, making 4 gallons
so there seems to be two ways to do this, see which way is faster (How many steps)
