try this: draw a circle with radius PR and center P. Label point of intersection of the circle with PQ then call them A & B draw perpendicular bisector of AB through P label the intersection of the line b with the circle part of a and call it T draw the ⟂ to PT through T draw the ⟂ to PQ through Q call the intersection of the last 2 lines S
