What is the meaning of "Better a diamond with a flaw than a pebble without"? Please help..

OpenStudy (ucreategames):

Many people confuse pursuit of continuous improvement with pursuit of perfection.

id pick a diamond that had a flaw over a flaw less pebble. its better to have something of value that isn't perfect then something that is meaningless but with out a problem.
