y will not equal 2x + 4 so you can't include any points on the line. So the line is dotted. then to test the shading pick a point on the number plane... say (0, 0) substitute it into the inequation and solve is 0 < 0 + 4................... if its true (0, 0) is in the region to be shaded... hope it helps
