PART 1: (1,2) (3,4) (1,6) (7,8) (9,10). That is a function because it has the number "1" for two domains.

Part 2: (1,2) (3,4) (5,6) (7,8) (9,10). that is not a function because it has no numbers that are the domain twice.

You have misunderstood,
for a function
for one x , there can't be two values of y
you have (1, 2) and (1, 6)
For x =1, there are two y's y=2 and 6
so this is a relation, not a function.

The second one is a function, since for different y there are different x
