Reliability, how often it needs rebooting. How much time the processor spends in an uninteruptable state. How modular the kernel is. How loosely coupled the daemons are. What tools are available with the OS.

I never really had a chance to work with mainframes, but they were usually used for multi-user, multi-tasking batch processing. Personal computers started with very primitive, bare bones OS's, and now are too GUI-centric and more like a server model.
