We know a horizontal line always has equation y=a. In this case, if the horizontal line passes through the point (4, -3), the equation must be y=-3 as the horizontal line will only ever hit one y-value. Since it must hit this point, thus a y-value of -3, it's equation is simply that: y=-3! :)
