There is a theorem that states that Angle 3 = angle 1 + angle 2 Which implies that Angle 3 is bigger than angle 1 and angle 2 (but equal the their sum) As @tomo said :)

I think it is D- someone else explained that it has to be a definite greater than and less than, not at least
Well the maximum length is 6+17 = 23. But I'm not sure about the minimum without using too much trigonometry.
