i think it is C, 3. not sure, but I vaguely remember exterior angles being larger than interior.

There is a theorem that states that Angle 3 = angle 1 + angle 2 Which implies that Angle 3 is bigger than angle 1 and angle 2 (but equal the their sum) As @tomo said :)

Well the maximum length is 6+17 = 23. But I'm not sure about the minimum without using too much trigonometry.
