I'm guessing that they should improve motor quality. The graph shows their production costs are dropping, which probably means they're cutting costs, and producing poor quality motors which break within the 3 year warranty.

Notice the production costs are dropping, while the warranty costs are increasing... they're related. Poor production = poor quality motors.
