I always wondered.. whenever people shoot a bullet upwards.. maybe during sports, or when police trying to get attention.. or anything.. doesn't the bullet come back and hit someone????

It does. And it can be quite dangerous. The mythbusters investigated this and found several documented cases of such bullets seriously injuring someone - Which is why celebratory gun-fire is banned in most places.
