Depends on what you need to round to... nearest tenth of a unit?

Nearest tenth of a unit would be 0.4, nearest half of a unit would be 0.5

If it's not mentioned, there's no way to know what you're meant to round it to. It should say "round to the nearest whole number" or "round up" or something... you could round it to 1, that's probably more useful than rounding down to 0.
