If you multiply it by powers of 10 until you get a whole number then that helps. To get that to 82 you need to multiply it by 1000. That means that it is 82, 1000ths. Therefore the fraction is 82/1000. And you can simplify that down to 41/500.

It's the same with something like 0.1. Multiply that by 10 to get 1 and it is 1 tenth. Multiply 0.01 by 100 to get 1 so it's 1 hundredth.

Or you could just say that it is the same as 0.082/1 so multiplying top and bottom by 1000 gives you 82/1000.
