2nd one. where 12/4 = 24/8

That's because if you look at the 1st rectangle, you see that the width (short side) is 4 and length (Long side) is 12... and if you look at the 2nd rectangle, width is 8 and length is 24. and you have to have to set them equal to each other... that means the numerators must be the same (length, in this case) and the denominators must be the same (width in this example)
