Ok, i came up wit this idea while i was sitting around last night waiting for os to be rebooted, Is there any way that there could be some trust regular people that would be able to have the ability to reset the website when its needed?

This would NEVER Happen. When they bring the website down it is to add things and do maintenance, which involves coding and what not. You have to be a Administrator to do these things.
