i really don't like it ... first it makes R1 zero, then R3 zero and then make R2 = 1

It it had asked to make R2 = 1 first ... then R1 = R1 - 2R2
and R3 = R3 + 4R3

if ... R2 is not make 1 first then, your answer should be
R1 = R1 - 2/3 R2
R3 = R3 + 4/3 R2
